Supported by
CDMP/UNDP-GoB
Goal
Contribute in establishing a comprehensive framework for reducing disaster risks at Haor region of Bangladesh
Purpose
Capacity for reducing vulnerability to disaster risks of community people in Dharmapasha Upazila of Sunamgonj district enhanced significantly at the end of the project
Project Area
Amongst 10 Upazillas of Sunamgonj district, Dharmapasha is the most vulnerable to disaster because of its remoteness and geographical context. The Upazila consists of 10 Union 182 mouzas and 313 villages. Total population is 164131 (Muslim 70%, Hindu 28%, Christian and others 2%.). Main occupations of the Upazilla are; agriculture 47.01%, agricultural labourer 27.05%, wage labourer 2.79%, commerce 7.17%, service 2.09%, others 9.9%. Total arable land is 20287 hectares of them 80% are covered by single crop (Boro). Land control among the peasants 32% are landless, 29% small, 25% intermediate and 14% rich. Communication facilities Roads: pucca 15 km, semi pucca 5 km and mud road 600 km.
Target Population
The primary beneficiaries of the project are land less, poor, women and marginal households- representing more than 50% of the rural population. They are affected by cyclical phenomena of poverty and deprivations and most have limited capacity for absorbing shocks. They have limited access to knowledge and skills related to disaster risk management. Moreover, their interests are not sufficiently represented to local authorities and organisations. Though considering beneficiaries in terms of the family unit, a particular attention will be paid to the needs of women based on differentiated analysis. In order to facilitate the categorisation of the beneficiaries the project will use a set of criteria already utilised for the well-being analysis developed by IED.
Though attention would be placed on poor, women, marginal and small farmers, the project will not totally exclude from its support to medium because of the demographic pressure, or increasing phenomena of deprivations, many medium farmers can also be considered as the tomorrow’s poor. In principle, large farmers should not be selected as beneficiaries of the project, but could be involved in its activities if considered useful.
Duration
Duration of this piloting project would be two years starting at 15 April 2006 or after approval by CDMP and would be ended at September 2007 or after 18 months of project commencement
